1st: The fort! this is a fun ratty toy they will love!
1:Get a large box.
2:Seal all open flaps and cut about 2-3 ratty sized holes for entrances in each end of the box.
3:Cram the box completely full of paper towels, tissues, newspaper, foam, cloth strips, cardboard, old towels etc.
4:Toss in a few rat treats to make your rats alot more interested in checking out the box.
5:Put in rats! They will love burrowing, stashing treats, biting new holes in the box etc.

Okay here are some ideas for if you have a LOT of mismatched socks.
Sock Loft: Cut the toe off a large sock and string/tie/hookup in the cage as a loft or hammock.
Sock Bedding: Cut the socks into pieces and use them as bedding material for nesting boxes.
Sock Ladders: Use a large sock as a ladder/ramp from one level to another, simply attach with hooks or safety pins. KEEP IT NICE AND TIGHT!
Sock piñata: Get a sock and fill the toe of the sock with lots of yummy rat treats!!! Tie the end so They're enclosed and then attach the sock to the cage roof by string so its just within your rats reach. They love jumping and ripping the piñata and it will also be a challenge for them!! try to see or time how long it takes them to get to the treats and see if they can beat they're time next time they try!
And last some really simple rat toys.
1:A rock, Put an old weirdly shaped rock in your rats cage they will love jumping on/off it and sleeping on it, peeing on it,scratching at it,they might even chew it!
2: Then tug of war!,Use string or fabric strips and thread it through they're cage! they will tug on it and try to pull it back onto they're nest!
3: Cooked chicken or beef bones! put these into they're cage your rats will love chewing on them and it will help keep they're teeth short!
